"City Tolling – political, legal and technical challenges for a successful implementation"

As seen in many European cities the increasing traffic is producing a number of challenges for many communities which often require immediate action. More and more cities are beginning to understand that only a restriction of access to city zones will have a sustainable impact on the number of vehicles entering a city.

Depending on the individual situation of such cities various political, economical and environmental targets (or a combination of it) can be achieved. Cities like London or Stockholm have shown that such tolling schemes do have the power to achieve such goals. However despite the fact that the benefit of such decisions is undoubted the implementation of City Tolling Schemes is facing several political, legal and technical challenges. This presentation will try to cover these challenges in order to get a better understanding in which way such projects could be initiated and what kind of questions should be addressed in order to approach the public opinion in a positive way.

Various tolling schemes for cities will be introduced and its specific advantages and cons. Based on the experience of other City Tolling projects the most important political and Public Relation topics will be presented which could be an important success factor for a smooth start of such projects. Further some essential legal issues will be explained which might influence a successful implementation of a City Tolling scheme in a City.

Last but not least the principal elements of a City Tolling system including the necessary infrastructure will be described as well as specific requirements of such infrastructure to urban areas which are quite often in sensitive historical city centres.

The presentation should give a fair overview about the topic of City Tolling. More comprehensive and detailed information about this subject are covered in a special presentation session based on this introduction on the same day in the afternoon as well from Kapsch TrafficCom AG.
