Introduction
The presentation will detail the local activities carried out by CAT S.p.A., the local transit company that manage public transport services in the Province of Massa and Carrara, within its partnership in SUNRISE project (funded in INTERREG IIIC South Programme, leaded by ATAF and lasting from June 2004 to June 2006). Within the project lifetime, the feasibility study for the implementation of DRT service in the rural and mountain suburban area at the north-eastern side of Massa Municipality was carried out and four DRT services were implemented as pilot demonstration actions during the first months of the year. The presentation will highlight the steps followed in the users needs analysis (including the results from the “ex-ante” evaluation) and will be focused on the results and achievements of the “ex-post” evaluation and on the conclusions and lessons learnt at the end of the activities.
Main contents
The study in Massa can be seen as an extension of the analysis carried out for Carrara suburban area before SUNRISE lifetime. The feasibility analysis will be described in terms of data collection of users needs (mobility demand), main feature of the conventional public transport (mobility offer mainly bus lines with pre-defined time scheduling at the stops), results of the design of the new service from the service model point of view (area and time coverage, stops, routes, integration with the conventional transport, tariffs and ticketing, etc.).
Selected options for IT tools to implement TDC and on-board devices and communication system will be highlighted in order to provide which possibilities can be offered by technological tools in terms of support of functionalities and operational issues.
Also the operational set up of the demonstration phase will be provided in terms of organisational issues, promotion campaign, etc.
Four different DRT services were implemented:
 |
DRT service in the rural and mountain suburban area at the northern side of Carrara Municipality (demonstration action); |
 |
DRT service in Massa suburban area (demonstration action); |
 |
DRT nightly service in the urban areas of Massa and Carrara (experimentation action); |
 |
DRT service in Lunigiana area as special service dedicated to railways stations connections (experimentation action). |
Main results from the evaluation analysis will be provided from the operational (reliability and performances of the service, etc.), technological and users point of view (acceptance of the service modalities and performances, booking modalities, etc.).
Conclusions
Strength, weakness and lessons learnt from the experience and its main results will be identified in order to provide stakeholders and operators with a helpful and profitable contribution in terms of best practices and guidelines for the implementation of flexible services in rural “low-density” areas.
Follow-up actions will be identified in terms of future possibilities of replication/extension of flexible services and in terms of open issues to be detailed in the on-going analysis (economical profitability of this typology of transport services in rural “low-density” areas, data collection for the final evaluation of the implemented services, in particular of the two experimentations, etc.) |
